The Co-operative Republic of Guyana has received financing from the
Inter-American Development Bank (IDB) towards improving Citizen Security
in Guyana. It is intended that part of the proceeds of this financing will be
applied to eligible payments under the contract for the following Consultancies:-
o Lot 1- Institutional Modernisation of the Ministry of Home Affairs
and its Agencies RFP#: (CSP/RMoHA/08-01)
o Lot 2-Updating and Implementation of Immigration Policies and
Plans RFP#: (CSP/RMoHA/08-2)
o Lot 3-Development of a Monitoring and Evaluation System for the
Citizen Security Programme RFP#
CSP/RMoHA/08-03)
o Lot 4-Institutional Modernisation of the Guyana Police Force
RFP#: (CSP/RGPF/08-01)
o Lot 5-Development of a New Urban Traffic Management Plan,
Enhancement of Traffic Management Standards, Revision of Traffic Legislation
and Training in Road Safety Issues RFP#: (CSP/RGPF/08-03)
o Lot 6-Design, Develop and Implement an Integrated Crime
Information System RFP#: (CSP/RGPF/08-04)
The Ministry of Home Affairs, Citizen Security Programme now invites
sealed bids from eligible Consultants for the provision of the following services:
o Lot 1- Institutional Modernisation of the Ministry of Home Affairs
and its Agencies RFP#: (CSP/RMoHA/08-01)
o Lot 2-Updating and Implementation of Immigration Policies
and Plans RFP#: (CSP/RMoHA/08-2)
o Lot 3-Development of a Monitoring and Evaluation System for
the Citizen Security Programme RFP#
CSP/RMoHA/08-03)
o Lot 4-Institutional Modernisation of the Guyana Police Force
RFP#: (CSP/RGPF/08-01)
o Lot 5-Development of a New Urban Traffic Management Plan,

o Lot 6-Design, Develop and Implement an Integrated Crime

(a) Bidding document can be purchased by interested bidders upon
payment of a non refundable fee of US$ 75.00 or equivalent in the name
of Citizen Security Programme. The method of payment will be by manager’s
cheque or a wire transfer.
(b) Interested Bidders can obtain further information on and uplift a
copy of the of Tender Document at the following address between 9:00 hrs
to 15:30 hrs from Monday to Fridays at the Citizen Security Programme Office,
Lot ‘MM’ Ogle, East Coast Demerara, Guyana.
(c) Both the Technical and Financial Proposals should be in inner
but separate envelopes bearing the name and address of the bidder and
are then enclosed in an outer envelope which should state the “title” of
the Consultancy for which the bid
is being offered.
(d) The proposals must be addressed to
the Chairman, National
Procurement and Tender Administration Board,
Main and Urquhart Streets,
Georgetown, Guyana
and marked on the top right-hand corner of the envelope
“the name of the programme and the description of the bid, including the words
‘do not open before 9:00 hrs on September 9, 2008.”
(e) The proposals must be deposited in the Tender box of the National
Procurement and Tender Administration Board, Main and Urquhart Streets,
Georgetown, Guyana no later than 9:00 hrs on September 9, 2008 and the
technical proposals will be opened at a public ceremony, in the presence of
those Bidders’ or their representative who choose to attend.
(f)Valid compliance certificates from the Guyana Revenue Authority (GRA)
and National Insurance Scheme (NIS) and TIN Number must accompany bids
from local bidders in the name of the company submitting the bid.
